Assessment of Democratic Values in the Greater DC Area

A project of Gideon's Sword, promoting community resilience and democratic values.

Methodological Note
This assessment tool was developed through synthesis of established frameworks in community resilience and radicalization prevention. We acknowledge the methodological contributions of:

  • The European Commission's Radicalization Awareness Network (RAN) Assessment Framewor Published by the European Commission, 2018 Available at: https://home-affairs.ec.europa.eu/networks/radicalisation-awareness-network-ran_en

  •  The Australian adaptation of VERA (Violent Extremism Risk Assessment) Developed by the Australian Government Department of Home Affairs. Focusing on community-based prevention strategies.

The structure and approach of this tool were informed by these frameworks while being specifically adapted for the U.S. context and the unique characteristics of the Greater DC area. This tool is designed for community use and does not require special certification.

Welcome to the Community Resilience Assessment Tool. This confidential assessment helps identify challenges to democratic values and inclusive dialogue within local communities. Your insights will contribute to strengthening our shared democratic principles and protecting individual liberties.

Assessment Guidelines
• Rate each indicator using the following scale:
1 = Not observed
2 = Occasionally observed
3 = Frequently observed
4 = Consistently observed

  •  Consider patterns and events from the past 12 months.

  •  Skip any items you're unsure about.

  • All responses remain anonymous and confidential.

Section A:
Community Climate

In a healthy democracy, community members feel safe expressing diverse viewpoints and engaging in open dialogue. This section examines how freely people can share their beliefs and opinions. Early identification of concerning patterns helps maintain the vibrant exchange of ideas essential to democratic society.


Public Expression and Safety
1. People feel hesitant to express their religious or political views
2. Public demonstrations turn hostile, particularly from specific groups
3. Some justify violence against civilians as legitimate protest
4. Individuals express hostility toward those with differing opinions.
5. Those with minority viewpoints face social consequences ( i.e wearing a cross or religious symbol)


Institutional Environment
1. Public spaces show signs of groupthink. (i.e people with different viewpoints are afraid to express on mind)
2. In the work place, individuals feel pressure to align with specific political views
3. Community institutions promote groupthink messaging (ie. DEI)
4. Members experience pressure to support specific organizations (i.e unions)


Section B:
Cultural and Social Shifts

While communities naturally evolve, sudden or forced changes may signal concerning trends. This section helps distinguish between organic community development and potentially harmful shifts in social dynamics. Understanding these patterns enables thoughtful response to emerging challenges.

Cultural Indicators
1. Changes made to Traditional events due to ideologically-motivated changes ( ie. Christmas party to Holiday party)
2. Community members face pressure to reject certain cultural traditions
3. Previously uncommon religious or cultural symbols gain visibility

Social Dynamics
1. Social groups divide along religious or ideological lines
2. New social trends restrict makes it difficult to be unique/different within group interactions
3. Local businesses adopt ideology-driven practices ( ie.not buying or selling based on differing views)
4. Women feel pressure to change behavior or dress
5. Informal groups attempt to enforce specific behavioral codes

Section C:
Education Landscape

Educational institutions shape future generations and reflect broader community changes. Monitoring shifts in educational content and atmosphere provides insight into emerging community trends. This section examines both subtle and overt changes in educational settings.

Academic Environment
1. Curriculum changes limit exposure to diverse perspectives
2. Staff members promote unofficial ideological content
3. Students face pressure to join specific religious/ ideological activities
4. Campus groups advance extreme viewpoints
5. Parents report concerning educational content
6. You feel that minorities are unsafe in the academic environment


Section D:
Concerning Activities

Some behavioral patterns may indicate organized efforts to undermine community values. This section focuses on identifying activities that could signal broader challenges to community safety and democratic principles.
1. Public demonstrations becoming increasingly aggressive or confrontational
2. Social media or community forums show organized efforts to target specific ethnic, religious, or ideological groups
3. Increased incidents of vandalism or defacement targeting specific communities or symbols
4. Community events or services consistently exclude or discriminate against specific ethnic, religious, or ideological groups

Additional Indicators

 

  1. Closed group gatherings occur more regularly

  2. Extreme propaganda materials circulate

  3. Public funds appear to be used for activities promoting specific ideological agendas (i.e., events, programs, or initiatives that seem to favor particular political or religious views)

  4. Public servants display political bias in inappropriate settings (i.e., teachers in classrooms, administrators in official meetings, public officials during community services)

● Calculate your total by combining all sections
● Even partial observations matter - every detail helps build the picture


What Your Section Scores Mean For each section, add up the numbers you marked:


5-10 points: Early Warning Signs


● Small changes are often the first indicators
● Early detection is key to prevention
●What seems minor today could grow tomorrow


11-15 points: Developing Patterns


● Changes are becoming more visible
● Patterns are starting to form
● Time to increase awareness


16-20 points: Active Concerns


● Clear patterns have emerged
● Community fabric is being affected
● Delay could make issues harder to address


21+ points: Critical Patterns
● Significant changes are underway
● Community values are at risk
●Immediate awareness and action needed


What Your Total Score Means Add up all sections you completed:


20-40 points: Early Stage
●Changes are subtle but present
●Perfect time for preventive action
●Don't wait for things to escalate


41-60 points: Development Stage


●Multiple patterns are emerging
●Changes are picking up speed
●Critical time for intervention


61-80 points: Advanced Stage


●Community dynamics are shifting rapidly

●Harder to reverse if left unchecked


81+ points: Critical Stage
●Fundamental community changes underway
●Multiple urgent issues present
●Requires immediate attention
